As principal engineer of Osborn Consulting, Tarelle takes pride in her work and in delivering a quality and innovative product. She is recognized as a leader and expert in stormwater system analysis and design. Her experience as a project manager spans a wide variety of projects, including hydraulic and hydrologic analysis required for stormwater mitigation, stormwater conveyance, outfall design, drainage design, detention systems, water quality treatment, and temporary/permanent erosion control design.

In addition, her technical experience encompasses stream habitat design, culvert design and placement, basin delineation, bridge replacement, design-build contracts, design of roadway expansion projects, and construction inspection.

Vice President of Engineering / Senior Project Manager

As Vice President of Engineering and Senior Project Manager, Laura provides specialized hydrologic and hydraulic engineering, modeling, and design on Osborn Consulting projects. Laura’s professional engineering experience and background includes hydrologic and hydraulic modeling, flood reduction studies, stormwater management plans, small drainage projects and providing field direction during the placement of large woody debris. Her technical expertise also includes stormwater master planning, preparation of construction documents (PS&E), and capital improvement plan development. Laura is organized with a strong attention to detail.

With 21 years of work in civil engineering and project management, Robert’s extensive experience includes both local public sector and private sector projects. He has provided civil, utilities, grading and drainage designs for apartments, multifamily housing, condominiums, roads, utilities, retail, offices, university facilities and parks. In addition, Robert has designed many low-impact design systems including bio-retention/rain garden systems, porous pavement (pavers, concrete, asphalt, gravel, grass) and rain water cisterns.

Laurie is an accomplished hydraulic and transportation engineer with 20 years of experience in designing and managing both public and private projects. She excels at managing and organizing the day to day activities of complex projects and design teams, providing coordination, scope compliance, technical guidance, work planning, scheduling, and reporting.

Aimee Navickis-Brasch, PhD, PE

Senior Project Manager

Aimee has over 26 years of experience focused on stormwater drainage in Washington, including expertise in design, research, planning, policy development, and technical training. She has been the principal investigator and project manager on Stormwater Effectiveness Studies for structural, operational, and educational BMPs, which included the development of the Washington State Quality Assurance Project Plans (QAPPs) Templates. Aimee authored the WSDOT Hydraulics Manual as well as the Highway Runoff Manual and has extensive experience working collaboratively on projects with multiple stakeholders. She has served as a project manager and design lead on projects such as urban drainage systems; pump stations; stormwater retrofits, low impact development practices, and BMPs; culverts; and fish passage improvements. She has conducted hydrology and hydraulic modeling, developed stormwater comprehensive plans, construction documents (plans, estimates, and specifications), and developed curriculum for professional and undergraduate courses. Aimee has also successfully negotiated NPDES permit conditions and stormwater policy changes with the Washington Department of Ecology and developed grants that resulted in funding stormwater retrofit projects.

Matthew has 24 years of experience planning, analyzing, designing, and managing a wide variety of water resources related projects including levee assessments, flood protection, and floodplain studies, fish passage and culvert replacement projects, wetland mitigation and river restoration projects, stormwater, and various hydrologic and hydraulic basin studies.  As Program/Contract Manager of the previous USACE Seattle District Civil/Planning IDIQ and the MILCON/IIS Contract, Matt served as the primary contact responsible for overseeing program and project execution of civil and military projects.

Deepa Mungasavalli is a project manager with 11 years of surface water engineering and modeling experience. Deepa has worked on several design build (WSDOT and Sound Transit) and local agency stormwater projects. Her main focus has been on transportation drainage design, hydrologic and hydraulic modeling and analysis, neighborhood drainage improvements, stormwater planning and design projects including project ranking and prioritization, temporary erosion and sediment control design, environmental compliance involving permit coordination, compliance regulation (NPDES and Sewer Discharge Permits), and field inspections. Deepa has excellent record of meeting client schedules and completing work with a high degree of accuracy and competence. She is currently the co-chair for the ASCE Seattle Section Water Resources Committee.

Diana has led many interdisciplinary teams to achieve a common goal on a tight deadline. Drawing from her experience as a leader of many professional organizations, she manages projects large and small while always focusing on the key aspects that will make her team efficient and effective. She has experience working with diverse types of clients and stakeholders, including SPU, King County, SDOT, and the Port of Seattle. Diana thrives on delivering complex projects where she can optimize outcomes with multiple stakeholders. She is passionate about water quality issues related to stormwater and has found CSO problems to be a balance of her stormwater experience and environmental engineering background.

Kristy has 11 years of experience in the engineering design of water and wastewater treatment plant processes including screening, filtration, disinfection, and energy recovery. She has provided detailed process mechanical engineering designs for a variety of treatment plants. Her designs include greenfield, treatment upgrades, and process retrofits for treatment facilities up to 500+ MGD. She has experience with 3D/4D designs and alternative project delivery (Design/Build). Kristy is experienced in coordinating complex, multi-disciplinary designs, planning for maintenance of plant operations and assisting with construction cost estimates. She has provided environmental services including the monitoring and sampling of groundwater, stormwater and soil. Kristy has extensive experience providing engineering services during construction.

His background as an engineer includes utility design for sewer and water line replacements, private and public inflow/filtration studies, sanitary and combined sewer evaluation surveys and modeling, collection system modeling with SWMM software, field services in flow monitoring, maintenance hole inspections and CCTV review, and a range of other projects involving phase II ESA and remediation studies on polycyclic aromatic hydrocarbons.

Swapna brings a breadth of experience supporting project management, leading engineering design, preparing hydraulic reports, modeling and related calculations, PS&E plans, as well as providing construction support for various State and City projects in Washington. Swapna also has experience in floodplain modeling and stream restoration projects.

Taylor is a Stormwater Research Engineer with 6 years of experience in research and studies, planning, and design. She designs experimental systems, performs water quality sampling and maintenance for monitoring equipment, develops Quality Assurance Project Plans, performs hydraulic and hydrologic modeling, performs site suitability assessments for stormwater improvements, and sizes BMPs based on applicable regulations. She also regularly prepares plans and performs site inspections for construction stormwater compliance. Taylor is adept at using ArcGIS, SWMM, HEC-RAS, Stormshed, WWHM, and MGSFlood to assess site conditions and size stormwater solutions.

She is adept at navigating regulatory compliance and permitting requirements due to her extensive involvement with the development and/or acquisition of SWPPP, SPCC, Tier II, NPDES, and Stormwater Permits. Her most recent focus has been on dissolved oxygen and stormwater modeling with HydroCAD and QUAL2K modeling softwares. Her educational background was heavily focused on Low Impact Development and Green Stormwater Design.

Shannon’s expertise is in water resources engineering, modeling, and design.  She has experience with roadway drainage, urban stormwater design, green stormwater infrastructure, and estuary and stream restoration. Shannon’s experience and background inlcudes performing design calculations, hydrologic and hydraulic modeling, site grading, site drainage design, and writing hydraulic reports. Her technical experience includes alternatives analysis, final design and preparation of construction documents (PS&E). Shannon is experienced with WWHM, SWMM, HEC-RAS, MGSFlood, and ArcGIS to aid in stormwater design solutions.

Sara is an EIT with project experience in the greater Seattle area. She is experienced with AutoCAD and ArcGIS. Sara has worked with King County Wastewater Treatment Division where she helped with asset management, reviewed P&IDs, and revised as-builts for the West Point Treatment Plant. During her undergraduate years, Sara worked as a research assistant in the Watershed Dynamics group at the University of Washington, regarding cyber-infrastructure and data management for hurricane-impacted areas. She also held a leadership position in the UW ASCE Chapter as a student member. Sara is most interested in green stormwater infrastructure and wastewater management.

Richard has 25 years of CAD drafting, design, and project management experience on civil engineering projects. He has a thorough understanding of civil design using Civil3D and Microstation/Inroads, and geospatial mapping using AutoCAD Map. He actively applies new CAD and mapping procedures to utilize the full range of advances of CAD technology to maximize each application’s potential.

Throughout his career, Richard has been fortunate to be involved with current advances in technology, and is always open to new ideas and processes to aid in the ability to provide quality drafting, design, and mapping products to clients.
