As principal engineer of OCI, Tarelle Osborn takes pride in her work and in delivering a quality and innovative product. She is recognized as a leader and expert in stormwater system analysis and design. Her experience as a project manager spans a wide variety of projects, including hydraulic and hydrologic analysis required for stormwater mitigation, stormwater conveyance, outfall design, drainage design, detention systems, water quality treatment, and temporary/permanent erosion control design.

In addition, her technical experience encompasses stream habitat design, culvert design and placement, basin delineation, bridge replacement, design-build contracts, design of roadway expansion projects, and construction inspection.

Vice President of Engineering / Senior Project Manager

As Vice President of Engineering and Senior Project Manager, Laura provides specialized hydrologic and hydraulic engineering, modeling, and design on OCI projects. Laura’s professional engineering experience and background includes hydrologic and hydraulic modeling, flood reduction studies, stormwater management plans, small drainage projects and providing field direction during the placement of large woody debris. Her technical expertise also includes stormwater master planning, preparation of construction documents (PS&E), and capital improvement plan development. Laura is organized with a strong attention to detail.

With 19 years of work in civil engineering and project management, Robert’s extensive experience includes both local public sector and private sector projects. He has provided civil, utilities, grading and drainage designs for apartments, multifamily housing, condominiums, roads, utilities, retail, offices, university facilities and parks. In addition, Robert has designed many low-impact design systems including bio-retention/rain garden systems, porous pavement (pavers, concrete, asphalt, gravel, grass) and rain water cisterns.

Laurie is an accomplished hydraulic and transportation engineer with 18 years of experience in designing and managing both public and private projects. Designing and delivering projects across Puget Sound, Laurie’s project experience ranges in size from small intersection improvements to multi-billion dollar mega projects. She excels at managing and organizing the day to day activities of complex projects and design teams, providing coordination, scope compliance, technical guidance, work planning, scheduling, and reporting.

Project Manager

Deepa Mungasavalli is a project manager with nine years of surface water engineering and modeling experience. Deepa has worked on several design build (WSDOT and Sound Transit) and local agency stormwater projects. Her main focus has been on transportation drainage design, hydrologic and hydraulic modeling and analysis, neighborhood drainage improvements, stormwater planning and design projects including project ranking and prioritization, temporary erosion and sediment control design, environmental compliance involving permit coordination, compliance regulation (NPDES and Sewer Discharge Permits), and field inspections. Deepa has excellent record of meeting client schedules and completing work with a high degree of accuracy and competence. She is currently the co-chair for the ASCE Seattle Section Water Resources Committee.

Ann is a NASSCO certified project manager with 13 years of experience involving a variety of complex municipal water and sanitary sewer system projects.  She has provided design work, detailed analysis, computer modeling, and technical documentation for systems throughout Western Washington.  Ann is actively involved in the engineering community through her work with ASCE.  She has served on numerous local, regional and national committees, and is a Past-President of the Seattle Section.

Project Manager

Diana Hasegan has over seven years of experience with regulatory compliance for stormwater permits in multiple jurisdictions, SWPPPs, design of engineered solutions for corrective actions, alternative analyses, and feasibility studies. She has also provided Phase I and Phase II reporting for environmental due diligence, remediation design, installation, and operations. Her expertise is in water quality management, designing solutions that ensure continuous compliance with water quality regulations for stormwater discharges from industrial sites. She is also passionate about sustainability and has been involved in many facets of sustainability from corporate sustainability plans to sustainable designs and solutions.

Diana holds several leadership roles. In the American Society of Civil Engineers (ASCE) Diana is serving as the Seattle Section President. Within ITRC she leads the Design Subgroup under the Stormwater BMPs Working Group which is looking to develop a comprehensive nation-wide guidance on the design and performance monitoring of Stormwater BMPs. Diana is also on the Board of Directors for Engineers Without Borders (EWB) USA.

Tom has 19 years of experience in hydraulic, hydrologic and drainage engineering. He has used a wide variety of hydraulic and hydrologic models for combined systems capacity analysis, urban stormwater infrastructure analysis, FEMA floodplain mapping, floodplain restoration, and fish passage analysis at culverts – among others. His technical expertise spans from conceptual design through alternatives analysis, final design, and preparation of construction documents (PS&E). His experience in H&H modeling for a variety of clients for a variety of projects, has led to numerous successful projects in the Puget Sound region.

Joan has 24 years of experience in civil engineering with an extensive background in site design, including stormwater conveyance systems, detention storage facilities, and utilities, including CSO analysis and design. Her diverse background also includes design experience in traffic planning and operations, work zone traffic control, signal design, roadway design, and roadway and pedestrian lighting design. She has in-depth knowledge of analysis and design software including AutoCAD/AutoCAD Civil 3-D, WWHM, AGI32, ArcGIS, Synchro/SimTraffic, and HCS. Joan organizes resources and tasks effectively and works proficiently on multi-discipline projects.

Additionally, Alison is experienced with performing rainfall analysis, runoff calculations and BMP design in support of Long Term Control Plans and Stormwater Pollution Prevention Plans (SWPPP). Alison is experienced with ArcGIS, HEC-RAS, Microsoft Programs and is a Certified Erosion and Sediment Control Lead (CESCL).

Joshua has five years of experience on a variety of water resources and site development projects in both the public and private sectors. His experience consists of modeling and design of stormwater infrastructure including detention ponds, culverts, and storm sewer systems, as well as designing site grading and utilities for commercial and multi-family developments. Furthermore, Joshua has worked closely with municipalities to collect field data, incorporate observations into GIS databases, and develop comprehensive maintenance and rehabilitation plans for existing culverts, drainage infrastructure, and roadways. Joshua has experience in a wide range of projects from the design stages through permitting and construction.

Jana has four years of environmental engineering experience involving general engineering design, water resource management, and field work, including wetland delineations. She is adept at navigating regulatory compliance and permitting requirements due to her extensive involvement with the development and/or acquisition of SWPPP, SPCC, Tier II, NPDES, and Stormwater Permits. Her most recent focus has been on dissolved oxygen and stormwater modeling with HydroCAD and QUAL2K modeling softwares. Her educational background was heavily focused on Low Impact Development and Green Stormwater Design.

Since graduating from the University of Washington with her Masters in Hydrology and Hydrodynamics in Civil Engineering, Indulekshmi has worked on a variety of hydraulic modeling projects in Seattle. She has experience with programs such as ArcGIS, EPANET, Infowater, AutoCAD, and HEC-RAS. Indulekshmi works on OCI’s water resources projects and is interested in flood control and green stormwater infrastructure.

Richard has 23 years of CAD drafting, design, and project management experience on civil engineering projects. He has a thorough understanding of civil design using Civil3D and Microstation/Inroads, and geospatial mapping using AutoCAD Map. He actively applies new CAD and mapping procedures to utilize the full range of advances of CAD technology to maximize each application’s potential.

Throughout his career, Richard has been fortunate to be involved with current advances in technology, and is always open to new ideas and processes to aid in the ability to provide quality drafting, design, and mapping products to clients. His capabilities include coordination of multi-disciplinary teams on projects requiring land use entitlements and government agency approvals.

Outside the office, Alissa spends most of her time with her husband chasing their two rambunctious boys around local playgrounds. She enjoys continually learning new skills from real estate to painting and cooking.

Abbie supports the OCI staff as an Administrative Assistant. Her role includes mailing, data entry, event planning, as well as overseeing the front desk and the phone system. Abbie joined in early 2017 and has quickly found herself becoming part of the awesome team that makes up OCI.
